Secondary Containment Solutions Overview

C.I.Agent Solutions® custom manufactures Secondary Containment Solutions and Oil Containment Systems that have been used in over 9,000 installs to meet and exceed SPCC Compliance Regulations.


According to the EPA SPCC Regulation 40 CFR 112, the purpose of secondary containment systems is to prevent discharges of oil from entering navigable waters of the United States. It does this by providing a secondary line of defense which deters or “contains the spill” when the primary oil spill containment method fails, allowing time for appropriate actions to be taken to stop the spill at the source point and remove the collection of oil. The secondary containment system must be all-inclusive, meaning the walls and floor are both impervious.

There are many types of Secondary Containment including earth and berms, spray liners, concrete walls, fabricated walls, secondary containment booms, etc. Each has its strengths and weaknesses, benefits and tradeoffs, therefore it is very important that the secondary containment method chosen is PE approved for a particular site – one secondary containment solution does not fit all. There are also different types of oil being used/stored, as in the case of FR3, a natural ester fluid, in transformers.

C.I.Agent Solutions® is meticulous in working with consulting and company engineers to design the secondary containment solution that best fits the site. We have several spill containment solutions including C.I.Agent® Barrier Boom System, Polyvinyl Liner Systems, HFF Oil Stop Valve Systems and ECO Pump Solutions; all are custom designed and site specific. And, we can enhance other secondary oil containment solutions by adding C.I.Agent Barrier Boom Windows in a fabricated wall or a C.I.Agent Polyvinyl Liner, a HFF Oil Stop Valve, or ECO Pump to concrete containment.

Products

C.I.Agent® Barrier Boom for Secondary Containment

C.I.Agent® Barrier Boom is a proven FullSecondary Containment Solution for sites with impervious subsoils such as clay. It is designed to allow the flow of nuisance water during normal rainfall and snow melt events, but becomes a barrier to prevent hydrocarbon migration in the event of an oil release. This secondary containment system relies on gravity (head pressure). C.I.Agent Barrier Boom hydrocarbon stopping power is provided by C.I.Agent Solidifying Polymers and the unique combination of materials and construction processes.

It is installed in a vertical position in a to-grade or dike application. The C.I.Agent Barrier Boom meets or exceeds the requirements of Secondary Containment for EPA SPCC 40 CFR 112.7, U.S.D.A. Bulletin 1724E-302, Chapter 3-3.2.2 and 3.2.3, and IEEE Std. 980.

C.I.Agent Polyvinyl Liner Secondary Containment

C.I.Agent® Polyvinyl Liner Oil Containment Systems are a cost-effective, proven Full Secondary Containment Solution for sites with sandy or undetermined subsoils such as sand. The Polyvinyl Liner can be used to provide additional protection to a concrete containment site or when drains are used to remove nuisance from a site. C.I.Agent® Barrier Boom Oil Containment windows can be embedded in the walls of the Polyvinyl Liner to allow the flow of nuisance water and then become an oil containment barrier to prevent hydrocarbon migration in the event of an oil release. This system relies on gravity (head pressure).

The base is made of 22 or 40 oz. polyvinyl, pre-fabricated at the factory to site-specific requirements, and comes with preformed outer corners. All installation supplies are provided. The C.I.Agent Polyvinyl Liner or Polyviny Liner with Barrier Boom Windows meets or exceeds the requirements of Secondary Containment for EPA SPCC 40 CFR 112.7, U.S.D.A. Bulletin 1724E-302, Chapter 3-3.2.2 and 3.2.3, and IEEE Std. 980.

C.I.Agent® Agent-X

C.I.Agent Agent-X is a new generation of smart textiles using embedded technology. Agent-X is made of two layers of geotextile with C.I.Agent Solidifying Polymers embedded between them. This hybrid creates a filtration fabric that encapsulates hydrocarbons and forces them to unsaturated areas of the fabric. It is hydrophobic, which allows water to pass through it, and oleophilic to solidify hydrocarbons upon contact.

Agent-X can be used as a component of a total secondary containment system, but is NOT recommended for full secondary containment. Recommended uses include a quick and cost effective solution for under equipment, change out storage areas, and for mobile transformers to catch drip and drops.

C.I.Agent® HFF Oil Stop Valve for Secondary Containment

Whether used as standalone secondary containment or in a vault outside a secondary containment structure, the C.I.Agent® HFF Oil Stop Valve will process nuisance water removing hydrocarbons to a non-detectable level. In the event of a major release, the HFF Oil Stop Valve will automatically shut off the flow of water to contain the hydrocarbons, providing a cost-effective and environmentally friendly solution for your secondary containment needs while meeting Federal SPCC mandates.

The HFF Oil Stop Valve uses C.I.Agent® Solidifying Polymer technology along with other unique materials and manufacturing processes. Each HFF Oil Stop Valve is custom designed for site specific applications and flow rates. It is ideal for storm drain inserts, electrical substations, stormwater run-off, bulk storage tank farms rain water out-falls, contaminated cooling tower water, retention pond out-flows, oil-water separator out-falls and more. Comes with a pre-filter to capture debris and silt and requires low maintenance.

Hydro Sheen Filter

The C.I.Agent® Hydro Sheen Filter is the ideal filtration device for polishing sheen from indoor or outdoor wastewater discharge operations of portable secondary containment systems, spill berms, spill pallets and more. The state-of-the-art Hydro Sheen Filter utilizes the patent pending technology of C.I.Agent® Agent-Q, a high-strength, lightweight hydrophilic spunbond, non-woven fabric with C.I.Agent® Oil Solidifying Polymers embedded between quilted layers.

Wastewater flows freely through the filter while capturing light to heavy sheen. During the filtration process, a C.I.Agent® Hydrocarbon Detection Strip is placed against the skin of the outer skin of the filter. The strip will turn a darker color when the filter is spent and needs to be changed. A zinc strip is placed on the filter to prevent growth of algae and mold. The Hydro Sheen Filter can be installed easily over threaded or non-threaded outlet pipe. The accompanying pre-filter fits nicely onto the inside discharge drain.
